HONG KONG, Sept 7 (Reuters) - A tanker carrying liquefied natural gas from Russia’s sanctioned Arctic LNG 2 project has departed from a Chinese port, shiptracking data showed, a day after it berthed there. Sunday's LSEG data indicated that the Russian Voskhod LNG tanker was sailing southwards after leaving anchor at an LNG terminal in the port of Tieshan in China's southwestern region of Guangxi. Sign up here. The Russian-flagged tanker, with a cargo of 150,000 cubic metres of LNG, was loaded up at the Arctic LNG 2 facility in Gydan in northern Siberia on July 19, LSEG data showed. The cargo is the second from the sanctioned project to dock in China after sanctioned tanker Arctic Mulan arrived at the Beihai LNG terminal in late August. Arctic Mulan's cargo was the first from Arctic LNG to reach an end-user since it started up last year. Filosa, head of a group whose brands include Fiat, Alfa Romeo, Peugeot, Chrysler, Jeep, and Opel, called on the European Commission to support the sale of cars such as hybrids to bring down the average age of vehicles on the road. "A European policy that encourages the replacement of older cars with new cars and a wider choice of powertrains would have a greater impact on global CO2 emissions than the annual new car market does," he said in a joint interview with Italy's Il Sole 24 Ore and France's Les Echos. Filosa said the Light Commercial Vehicle sector was facing an emergency and added that the period over which CO2 emissions in the category were calculated should be extended to five years from three. He also sought to dismiss speculation that Stellantis could seek a buyer for Maserati as he reviews its brand portfolio. LISBON, Sept 7 (Reuters) - Problems with a cable likely caused a Lisbon funicular railway popular with tourists to hurtle down a hill, killing at least 16 people and injuring another 22 when it crashed into a building, according to a preliminary report. The yellow tram-like carriage, which carries people up and down a steep hillside in the Portuguese capital, hit a building after leaving the track on Wednesday, just metres from its twin at the bottom of a steep hill. The report said the cabins had travelled "not more than about six meters" when they "suddenly lost the balancing force provided by the cable connecting them." "Cabin No. 2 suddenly reversed, its movement halting approximately 10 meters beyond due to its partial excursion past the end of the track and the burial of the underside of the trambolho (trolley) at the end of the cable trench," it added. "Cabin No. 1, at the top of Calcada da Gloria, continued its downward movement, increasing its speed. The report added: "The cabin's brakeman immediately applied the pneumatic brake and the hand brake to try to halt the movement. These actions had no effect in stopping or reducing the cabin's speed, and it continued accelerating down the slope." The report added an examination of the wreckage showed "the connecting cable had given way" at the attachment point to the cabin at the top of the hill. Their push to target British investors locally with new London offices comes as UAE developers contend with a domestic market that has been one of the best-performing globally but is now prompting concern about oversupply and too few buyers. Sign up here. In the past year, UAE developers Binghatti and Danube have established sales offices in London, joining Aldar (ALDAR.AD) , opens new tab, Damac and Sobha. "The currency makes a big difference," Danube Chairman Rizwan Sajan told Reuters, referring to the weak dirham and strong pound. Binghatti CEO Muhammad Binghatti said he had seen more British investors enter Dubai as the dirham weakened. U.S. President Donald Trump's sweeping tariffs have dragged down the dollar and, by extension, the dirham. The dirham is down about 8% versus the pound since January - handing British buyers an effective discount to enter the UAE's property market. Property agents report a move by some wealthy people out of London due to higher taxes, although the evidence so far is largely anecdotal. After a period of decline, British investment in Dubai homes jumped 62% year-over-year in the second quarter of 2025, according to UAE brokerage Betterhomes. That made UK residents the emirate's top foreign property buyers for the first time since 2023, overtaking Indian nationals, the brokerage said. Emirati property has emerged an unexpected winner from U.S. tariffs, as investment flows into less-impacted emerging markets. Traditionally reliant on oil revenues that swell when the dollar is strong, the Gulf country is now leveraging sectors like property and tourism to draw in capital. After a run of soaring prices, some experts, however, predict a downturn in the Dubai market. In May, Fitch forecast a potential 15% contraction in Dubai property prices through late 2025 and into 2026. Some see London as a way to diversify operations as well as a sales hub, in another sign UAE developers are turning overseas as the local market becomes tougher. Damac, Aldar and Modon have all launched development arms for building properties in the UK through subsidiaries or joint ventures — most recently in January 2025. After setting up their London sales offices, both Danube and Binghatti told Reuters they were weighing similar moves into UK property development, despite the weaker dirham denting their buying power. Sept 7 (Reuters) - Ukrainian drones hit the roof of the Zaporizhzhia nuclear plant training centre, causing no major damage and no increase in radiation levels, the Russian-installed administration of the Russia-held plant in Ukraine said on Saturday. The strike occurred about 300 meters (984 ft) from a reactor unit, the administration said in a statement on the Telegram messaging app. Sign up here. "This centre is unique — it houses the world's only full-scale simulator of a reactor hall, which is critically important for staff training," the statement said. The station, Europe's biggest nuclear power plant with six reactors, is not operating but still requires power to keep its nuclear fuel cool. The attack caused no disruptions to the plant's operation, the administration said. "Operational safety limits were not violated and radiation levels remain normal," the administration said. There was no immediate comment from Ukraine. Reuters could not independently verify the Russian report. Russian forces seized the Zaporizhzhia plant in the first weeks of Russia's February 2022 invasion of Ukraine.
